Regional Mobility Plan

A long-range (20+year) vision, strategy, and capital improvement program that guides the investment of public funds in transportation facilities. The plan is updated every five years and may be amended as a result of changes in available funding and findings from local studies.

The Connections 2045 Regional Mobility Plan was adopted on November 23, 2020.

Transportation Improvement Program (TIP)

The TIP provides a listing of transportation projects covering a period of five years that is developed and formally adopted annually by the CRTPA as part of the metropolitan transportation planning process, consistent with the metropolitan transportation plan (RMP), and required for projects to be eligible for funding from the Federal Highway Administration and Federal Transit Administration.

FY 2023 – FY 2027 Transportation Project Priority Lists

The FY 2023 - FY 2027 Priority Project Lists were adopted at the June 15, 2021 CRTPA Meeting (with the exception of the Transportation Alternatives Project Priority List which was adopted on May 18 and the Roadway Project Priority List which was revised on September 13). Meetings to present the lists to the public were held throughout the CRTPA region prior to adoption.

Fiscal Years 2020/21 – 2021/22 Unified Planning Work Program (UPWP)

The CRTPA Governing Board adopted the Fiscal Years 2020/21 and 2021/22 Unified Planning Work Program (UPWP) at the May 19, 2020 meeting. Under federal planning guidelines, the CRTPA is required to develop a work plan that details the transportation planning work program, priorities and projects for the four-county Capital Region. This document serves to define activities for the public as well as public officials and agencies that contribute manpower and allocate funds to the transportation planning process and activities. In addition to establishing the planning work and resulting products, the UPWP details who will perform the work, time frames for completing the activities, the work program costs and funding sources.
