Projects selected from the PPLs by FDOT for funding are typically programmed in the fifth year of the FDOT Work Program.  Ultimately, the projects included within the FDOT Work Program serve as the basis for the CRTPA’s Transportation Improvement Program (TIP).

B. Regional Mobility Plan Scope of Services

Every five years the Capital Region Transportation Planning Agency (CRTPA) is responsible for updating the long range transportation plan (LRTP).  One of the first steps taken in this process is the development of a scope-of-services (SOS) that will outline what the requirements will be for the project.  To that end, CRTPA staff has developed a Draft SOS that is based upon the requirements of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) transportation legislation that focused on the mobility of people (including students, elderly, and disabled), goods and services throughout the region by various modes of transportation ranging from transit, bike, pedestrian, and motorized vehicles. Upon approval the SOS will be distributed for consultant responses and selection. The currently adopted LRTP is valid until December 2010, which is the target date for completion of the project.

Recommended Action: Recommend approval of concept to CRTPA

C. Year 2030 Long Range Transportation Plan

At the June 18, 2007 CRTPA meeting, members requested that the staff initiate actions related to the adoption of an Addendum to bring the Plan into compliance with SAFETEA-LU legislation and the removal of the Red Hills Coastal Parkway project from the Year 2030 Long Range Transportation Plan.

D. Adoption of Regional Road Network Map

In 2005 the Capital Region Transportation Planning Agency (CRTPA) adopted a Regional Road Network Map that would be used in conjunction with the Transportation Regional Incentive Program (TRIP).  CRTPA staff has updated this map to include a more extensive network than originally adopted, and is seeking input by the subcommittees on the roads that are components of this system.
