		<title>US 90 Multi-Use Trail Feasibility Study</title>

										<content:encoded><![CDATA[<p><img loading="lazy" class=" wp-image-4159 alignleft" src="https://crtpa.org/wp-content/uploads/US-90-Trail-Feasibility-Study-Corridor-Photo-300x294.png" alt="" width="148" height="145" /><strong>The Latest</strong>/ The US 90 Multi-Use Trail Feasibility Study was approved by the CRTPA Board at its <a href="https://crtpa.org/wp-content/uploads/May-2022-CRTPA-Agenda-Item-7B-US-90-Trail.pdf">May 17, 2022 meeting</a>.  The next phase of the project (Project Development &amp; Environment Study) is currently underway for the Leon County segment of the project.  Funding for the following phase (design) of this segment has recently been identified in the FDOT Draft Work Program (FY 2025 &#8211; FY 2029) through the Florida SUN Trails Program.</p>
<p>Evaluating the feasibility of connecting Tallahassee to Monticello on US 90 through the construction of a multi-use trail on existing Florida Department of Transportation right-of-way was recently studied by the CRTPA.  <strong>The US 90 Multi-Use Trail Feasibility Study</strong> was initiated in late 2019 and evaluated a portion of the US 90 corridor approximately 21 miles in length (from Pedrick Road in the City of Tallahassee continuing eastwards to the Monticello Bike Trail in the City of Monticello).</p>

<p>As a background, a multi use trail provides a paved, protected area for a variety of activities, including walking, cycling, running, and jogging that accommodates users of all ages.  Such facilities are a valuable recreational asset and can also serve to safely connect communities in manner that expands mobility options and enhances safety (to learn more about trail safety, <a href="https://vimeo.com/433643816/63b0b2bbff" target="_blank" rel="noopener noreferrer">view this video</a> developed by the State of Florida).  Furthermore, regional trail facilities (as is proposed by this study), provide a positive economic impact to the region by attracting visitors and residents to use such facilities.</p>
<p>Currently, the corridor contains sidewalks along two portions of US 90.  Specifically, in Leon County sidewalks exist from Pedrick Road east to Interstate 10 and in Jefferson County sidewalks exist from Crooked Creek Lane eastward to the project&#8217;s terminus at the Monticello Bike Trail.  Additionally, on-street bicycle lanes exist on US 90 in Leon County from Pedrick Road eastward to Summit Lake Drive (just east of Interstate 10).</p>
<p><strong>The US 90 Multi-Use Trail Feasibility Study</strong> evaluated the feasibility of constructing a 10 to 12 foot wide multi-use trail along US 90 in a manner that takes advantage of the corridor&#8217;s natural beauty.</p>
<p>The following provides the project goals:</p>

<li>Provide a safe, continuous multimodal  facility between Tallahassee and  Monticello</li>
<li>Expand upon the growing SUNTrails Regional Trail Network</li>
<li>Provide new alternative transportation  opportunities for residents, businesses,  and visitors along the US 90 corridor</li>
<li>Spur economic development through expanding regional trail system to attract visitors and residents<br />

<p>In addition to these virtual meetings we will be holding &#8220;Pop-Up&#8221; events on October 4, 2021 and October 19, 2021.  These events are for you to ask questions, provide written comments, or learn about the project.  There are no presentations associated with these events, we will have a table, some maps and some comment forms for you, as well as, including you email address to receive additional updates as the project moves forward.  The first of the Pop-Up events is scheduled for October 4, 2021 at Waverly Pond (1209 Waverly Road) from 5 PM to 7 PM.</p>

<p><strong>Week of June 21, 2021</strong></p>

<p>As the initial pilot project for the 2019 Tallahassee-Leon County Bicycle and Pedestrian Master Plan Update, the Thomasville Road corridor has been identified as one of the significant gaps in the bicycle/pedestrian network. Currently, Thomasville Road has limited pedestrian and bicycle facilities and substandard bike lanes in portions of the corridor. The limits for this feasibility study will be from Betton Road/Bradford Road (south) to approximately Live Oak Planation Road (north), with the intent to  determine connectivity from this northern terminus into the Market Square District. This feasibility study will determine to what extent, considering costs and impacts, can a shared-use path be accommodated along this corridor.</p>
<p>Flexibility in design, the use of technology, and a focus on safety will all be incorporated into a flexible design of the preferred option. The primary goal of the Thomasville Road shared-use path will provide a safe facility for residents in the area to travel via bicycle or walking. The study area corridor connects to over a dozen neighborhoods, expanding the bicycle and pedestrian network to a significant amount of people. To determine the feasibility of this shared-use path, existing right-of-way will be documented along with environmental or physical barriers, and other factors such as grade. The feasibility study approach will include conducting field visits after appropriate data collection has occurred to develop an inventory of corridor constraints which will form the basis for developing possible innovative solutions for consideration by the project team.</p>
<h4><strong>Thomasville Road Feasibility Study</strong></h4>
<p>Phase I &#8211; Data Collection</p>
<p>The Thomasville Road Multi-Use Path Feasibility Study was initiated in January of 2020 and focused on the collection of existing conditions along the corridor.  This data ranged from:</p>

<li>Sidewalk location and conditions</li>
<li>Available Right of Way</li>
<li>Existing Bicycle Facilities</li>
<li>Intersections</li>
<li>Parks and Recreation Connections</li>
<li>Schools</li>
<li>Preliminary Tree Assessment</li>
<li>Road Conditions</li>
<li>Location of Utility Poles</li>
<li>ADA Conditions</li>
<li>Transit Stop Locations</li>
</ul>
<p>In addition to the existing data the Project Team has established seven (7) Goals to direct the project.</p>
<p><strong>Safety</strong> &#8211;  Provide a <strong>safe</strong> connection between destinations along Thomasville Road.</p>
<p><strong>Accessibility</strong> &#8211; Create a facility that is <strong>accessible</strong> to variety of user types, and is appropriate<strong> for at least three of the four bicycle comfort levels</strong> in the Tallahassee-Leon County Bicycle and Pedestrian Master Plan.</p>
<p><strong>Network Connectivity</strong> &#8211; Grow network connectivity by providing opportunities to <strong>access</strong> destinations <strong>along and beyond Thomasville Road</strong>.</p>
<p><strong>Positive User Experience</strong> &#8211; Ensure <strong>positive user experience</strong> by incorporating natural features, <strong>creative design</strong>, and <strong>ADA compliance</strong>.</p>
<p><strong>Equitable</strong> &#8211; Make the facility <strong>available</strong> to people with disabilities, low-income areas, aging populations, and areas of low vehicle ownership.</p>
<p><strong>Multimodal</strong> &#8211; Accommodate a <strong>variety of modes</strong> on the facility.</p>
<p><strong>Health and Recreation</strong> &#8211; Provide opportunities for<strong> extended</strong> trips to recreate and exercise.</p>
<p>This initial phase of the project focused on a technical review of the corridor to ensure that the opportunities and challenges were identified along the corridor.  This information was presented to the CRTPA Board on October 19, 2020 via a <a href="https://crtpa.org/wp-content/uploads/Thomasville-Road-MUP-Final.pdf">Thomasville Road Multi-Use Path</a> presentation.</p>

<p>This marked the end of the data collection phase and the beginning of the Public Engagement phase which is scheduled to start in January of 2021.</p>
<p>Phase II &#8211; Public Engagement</p>
<p>The first set of public meetings are going to be held at the end of April and beginning of May 2021.  This will include a virtual meeting room that will run from April 27 to May 4 and two Question and Answer meetings on April 29, 2021 and May 3, 2021.  Additional information regarding these meetings will be provided in advance with links on the CRTPA &#8220;News and Projects&#8221; section on the main page of the website.  Lastly, We have also created a<a href="https://mailchi.mp/crtpa/thomasville-road-multi-use-path-newsletter-1"> newsletter</a> in advance of these meetings which provides some background as these virtual meeting begin.</p>

<p>Located just north of downtown Tallahassee, the Midtown area provides a vibrant mixture of commercial uses surrounded by close-in neighborhoods.  As the area has grown in vibrancy, increased private sector investment has occurred as has public sector transportation proposals to improve the mobility of the area.</p>
<p><strong>The Midtown Area Transportation Plan </strong>built upon the above efforts by identifying and reviewing potential changes to the transportation network to enhance Midtown&#8217;s mobility.</p>
<p><strong>Phase I</strong> of the Midtown Plan was completed in 2018 and provided a traffic operations study to gain a better understanding of the travel patterns in and around the Midtown as well as the identification and evaluation of potential mobility improvements.  Presented to the CRTPA Board on February 20, 2018, more information on this phase is available by <a href="https://crtpa.org/wp-content/uploads/Phase1-Midtown-Report-Summary_updated_20180720.pdf" target="_blank" rel="noopener noreferrer">clicking here</a>.</p>
<p><strong>Phase II</strong> was initiated in the Spring of 2019 and builtupon the options identified and evaluated in Phase I.  The intent of Phase II is to gather significant public input regarding the multi-modal improvements needed to make walking, bicycling, and transit use both easier and more pleasant in the Midtown area.  Ultimately, the plan focused on the implementation of these multi-modal improvements in a manner that reduces impacts (such as the need to purchase right-of-way) and maintains the character of Midtown.</p>
<p>On November 6, 2019, a public meeting was held on the project was held at the Tallahassee Senior Center.    With over 50 attendees, we were able to gather significant public input and engage our community on how they envision the Midtown area. <p><em>Public Involvement Opportunities</em></p>

<li><strong>Survey</strong> (May 8 &#8211; July 31, 2019) &#8211; Tell us your transportation preferences for the Midtown area by taking an online survey (Note: survey ended July 30).</li>
<li><strong>May 16, 2019 Informal Pop-Up Event</strong> (5 pm &#8211; 9 pm) &#8211; this event occurred outside at Waterworks (1133 Thomasville Rd) and provided an opportunity to discuss the project, hear resident thoughts and provide an opportunity to take the online survey.</li>
<li><strong>June 4, 2019 Public Meeting</strong> (6 pm &#8211; 7:30 pm) at the Tallahassee Senior Center (1400 N. Monroe Street) &#8211;  This meeting provided an interactive workshop allowing residents to provide input on the transportation needs for the Midtown area.</li>
<li><strong>July 18, 2019 Neighborhood Representatives Meeting </strong>(5 pm &#8211; 7:30 pm) &#8211; we met informally with representatives of Midtown area neighborhood associations at the Brass Tap (1321 Thomasville Road) on Thursday, July 18.</li>
<li><strong>November 2, 2019 Informal Pop-Up Event</strong> <em>(8 am &#8211; 10 am) </em>&#8211; an informal Saturday morning pop up event to discuss the project will be held outside near RedEye Coffee &#8211; Midtown (1122 Thomasville Road).</li>
<li><strong>November 6, 2019 Public Meeting</strong> (6 pm &#8211; 7:30 pm) at the Tallahassee Senior Center (1400 N.
